The Imagicle Licensing service does not start
In the Windows Service Panel the Imagicle Licensing Service tries to start but it fails.
In the Event Viewer an error message appears:

Application: ApplicationSuite.Protection.ComService.exe
Framework Version: v4.0.30319
Description: The process was terminated due to an unhandled exception.
Exception Info: System.InvalidOperationException
   at System.Security.Cryptography.RijndaelManaged..ctor()
   at ApplicationSuite.Base.Library.Http.Proxy.ProxySettings..ctor(IHttpPersistentProxySettings httpHttpPersistentProxySettings, ISocksPersistentProxySettings socksPersistentProxySettings)
   at ApplicationSuite.Protection.Engine.SvLicenseProviderWorker..ctor()

In the Monitoring Alert you can see a lot of these messages:

Unexpected error in ApplicationSuite.Protection.ComService.exe.
This implementation is not part of the Windows Platform FIPS validated cryptographic algorithms.

The root cause of the issue is related to the domain policy that enable the FIPS (System Cryptography)

In order to solve the issue, disable the FIPS policy for Imagicle Server
1) Open gpedit.msc
2) Go to Local Computer Policy, Computer Configuration, Windows Settings, Security Settings, Local Policies, Security Options:
3) Disable (locally or through the domain controller) the policy “System cryptography: Use FIPS compliant algorithms for encryption, hashing, and signing"

3) Restart the server
